These are stages that you can unlock and the way to unlock them:

Stage 1 - Have three characters at 50 Proficiency
Stage 10 - Initially selectable
Stage 11 - Unlock the three characters involved in the stage (easy if you complete all 5 Stories)
Stage 12 - Unlock the three characters involved in the stage (easy if you complete all 5 Stories)
Stage 14 - Unlock the three characters involved in the stage (easy if you complete all 5 Stories)
Stage 15 - Clear Wei's Story Mode, then unlock the three characters involved
Stage 16 - Have three characters at Level 99
Stage 18 - Have three characters at Level 99
Stage 19 - Initially selectable
Stage 2 - Have three characters at 50 Proficiency
Stage 20 - Get everyone to Level 20
Stage 21 - Unlock the three characters involved in the stage (easy if you complete all 5 Stories)
Stage 22 - Unlock the three characters involved in the stage (easy if you complete all 5 Stories)
Stage 23 - Initially selectable
Stage 3 - Clear 45 Story or Dramatic Mode Stages
